  We use PCM and their services have been perfectly satisfactory. What people do not understand is that they are instructed to monitor sites in accordance with the contract from their employer. They have an extremely difficult job and nobody is going to be happy if they receive an enforcement notice. Nevertheless, the land owners want proper regulation of their sites and we have seen that if no enforcement measures are taken, parking gets completely out of hand. PCM always take pictures of vehicles that receive PCNs to demonstrate that the vehicles are parked without a valid permit. They have been working for us for years without a problem.
